Linux will stay up for years, yes years, as to elec, just a computer
running without a monitor will use anything between 50W to 100W per hour,
that of course is dependant on how much hardware it contains.
Keeping a box on 24-7 is beter for the hardware than restarting 2 or even 3
times a day. The hard drive for one gets a bashing at bootime, spinup and
spindown wear out a H/D quicker than anything else.
The only thing which gets turned of here is the monitor, or at least half
turned off, software turns it off after 10 minutes idle time.
It is considered good practice to turn off monitors if they are not "green"
compatable.
One thing to be carefull of is securety if your machine is connected to a
network, and normaly installed linux system is 100% more secure than any
windows 95/8 machine, so realy thats not a problem.
