You say "assumed using PAP". What do you mean by this?

If you mean you aren't sure that it uses PAP, you should check this by
dialing to the line using (say) minicom or seyon and seeing what you see. If
you get a login: prompt after connection, that's your problem -- you need
chat to send your userid and password before it returns control to pppd.
