What program are you using to dial out? Are you sure it is configured to use
the modem? (What does /dev/modem symlink to? For that device, does
"setserial /dev/ttyS?" - replace ? with the actual device number - return a
UART type, INT 11, and whatever IO base you have the modem set to use?)
Might you have an IRQ conflict? If you look in /proc/interrupts, does it
show the modem (that is, a serial port) on IRQ 11? (IRQ 11 is normally free,
but it does get used by things like Ethernet cards and SCSI controllers
sometimes.)
Might the system have a stale lock on the device?
Might there be some entry in /etc/inittab that is using the modem device?
