i thought KDE was the default for mandrake? anyway, i know
KDE has laptop utilities built in to manage power usage. i
would make sure you have apm installed,
rpm -qa | grep apm
then install it if needed and do a man apm. also check man apmd

then see if you can use the KDE apps under GNOME/enlightnment.
if KDE is installed you should be able to have access to them.
i'm sorry i can't be any more help than that. i hope someone else
