Hi !
Maybe I have a good hint for you !

It is that I paid for my RedHat 5.2 just 15$ (29 german marks). It is a
"cheap compilation" of a bookstore that is somehow specialized to Linux.
The 4 CD set came along with a small booklet where the basic instructions
for the install were given and how to setup KDE and Internetaccess. Coz of
a missing manual i bought "RedHat Unleashed" but that is with 40$ still
under the prices u report.
So if you can get along without a manual and a fancy box and stickers and
a ready made boot floppy and stuff like that you should look around for one
of these "cheap compilations" or you ask friends, relatives, neighbours or
whoever is in your way if someone has any interest in Linux, maybe you can
agree on "sharing" one with others, coz afaik it is allowed to copy "free
software", so if you have a possibility to toast CDs then you'd be all set.
Or is a university around where you live ? Maybe you can ask them if they
let you download whatever you need depending on how cooperative they are.
Hope that gave some ideas how to pay less for more.
