Reboots don't help -- you need to rerun lilo before any changes you make to
lilo.conf will take effect, no matter how long you wait or how many times
you reboot.
That said ... this memory problem is supposed to have been fixed long ago in
the kernel (around 2.0.34, if memory serves), so whatever problem you are
encountering may be different from the one we all recognize. So even doing
this right may not help.
If it doesn't, please post again with some details about your system
hardware. Alsoo, is the RH kernel a stock kernel or did you compile a custom
version?
