1st the hardware problem: It looks like that the keyboard is the problem,
but you used a floppy linux and that worked, so it isn't your keyboard.
I don't think that it is your hardware.


2nd the software problem: Have you also checked your keymaps? 
they are in /usr/lib/kbd/keytables. they should be something like this:

-rw-r--r--   1 root     root         1845 Nov  5  1997 uk.map.gz  

I don't know if this is the anwser, but you can try.
If it isn't the answer, send your message logfile ( and only the
part of ONE boot + login) to rutgers. This could give clues about your
problem
