The NE2000 driver usually needs to be told the io base address of the card.
That is, you add the module with a line (in /etc/modules) like

ne io=0x300

replacing the 0x300 with the right base address, in hex (that's what the 0x
part signifies) for your card. You can also specify the irq (as irq=0xA or
irq=10, except use the right number for your card) but that is not normally
required.

This assumes you mean an isa card. There's a different module for pci cards,
and there you may have PnP problems as well.
