look at man pager for Xserver (eg. man Xserver) it says to allow any
client to connect without having to worry about security start the server
with the -ac option. you can test this with "X -ac" you may want to
modify the startx script. in the beginning of the script there is a
variable defined as - server="". put the -ax option is this variable.
also the script starts X with the "xinit" binary - so you can also test it
with "xinit -ac".
now with all that said and done please note that when X starts at boot up
it is not running startx. it starts xdm and this startx the X server. to
start the x server xdm reads the file /usr/X11/xdm/Xservers and this file
has a line ":0 local /usr/X11R6/bin/X". this is what actually starts the x
server at boot up. if you want put the -ac option on this line. also
comment this out if you want xdm to start but not start a local X server.

PS now what appilaction needs X to be running in order to produce off
screen graphics. I would think that a graphic can be produced for a web
server without X. X is pretty much used to display graphics content not
make it itself. that is left up to the client programs.
