Yes, it is a netmask. Netmasks consist (in binary representation) of some
number of ones, followed by some number of zeros, with the two numbers
adding to 32. The 1s identify the "network" portion of the address, the 0s
the "host" portion.
A 24-bit netmask is 24 1s followed by 8 0s, or (in dotted-quad
representation) the familiar 255.255.255.0 .
