Are you running the module ip_masq_ftp.o on the Linux server? If not, that's
the problem.

ftp is one of the "problem" services for NAT -- it replies  on a different
port from the one that requests go out on, and stock NAT'ing software has
trouble matching the replies up. So a special module handles it. If you look
in /lib/modules/*/ipv4 (reppace * with your kernel number), you should (if
you have a stock kernel) find a bunch of modules named ip_masq_* . They are
for other "problem" services, like Quake, IRC, and Real Audio.
