This is possably because you have a printer module loaded and that module
or kernel option is using irq7 io/3f8 which i belive is the default for both 
printer and plip module unless you tell insmod or modprobe via "options"
where to load a driver.

AFAIK the plip HOWTO covers the subject well, it even gives you the needed
data to make your own cable, + the fact it tells you what to do if you need
to compile a kernel.

Just what are you asking, the things you mention have nothing to do with
each other.

You can "hand tune" any file anywhere on a linux system as the system
admistrator. I think you really need to read the PLIP howto again.
I am not being sarcastic by that comment, most of the time the answer you
want is in the file one has read, its just a not witten as;
This is your answer. Do this do that.
A howto is a complete document or should be, it does explain what and howto
do it, its just that the writer of that document thinks you should know
what he means.
