The problem is not that the question is not Linux specific. It is that the
answer is modem specific. Any answer more specific than "check your modem
manual", anyway.
I just checked one manual I had handy, and that particular modem did it with
the X command.
To dial without waiting for a dial tone, use one of these strings:
ATX ATX1 ATX3 (the first two also igonre BUSY)
But that is for one specific modem (a Supra 144plus, to be exact). Yours may
require a different string.
