How/where I got the first, I don't know. Sorry for the red herring.

/usr/bin/lpr had rwx for everyone, so set it suid, and that allowed
user to print. 

[root@localhost bin]# ls -l lpr 
-rwsrwxrwx    1 root     lp          18568 Feb 14 14:13 lpr
