I have a couple R710s. Those latches are designed to hold the server without 
the screws. Simply push the server into the rack and they should latch. You can 
then lift the latches to release the server. I believe the screws are for 
securing the server if you are shipping it in a rack. (See 
http://support.dell.com/support/edocs/systems/per710/multlang/Rack/H153KA00.pdf)

My R710s have flip covers that cover Philips-head screws. Are these
supposed to latch on their own somehow without involving the screws?
