I agree that the current catalog available from the servers is OK, as of Mar
12.  The issue started on or about 2018-02-27 (I'm not sure, because I
wasn't logging the MD5 at that time).  The catalog(s) I downloaded both had
this date stamp in Catalog.xml:

dateTime="2018-02-26T08:46:14+05:30"

The following is the log I started on Mar 6.  You can see the downloaded
catalog was alternating between two versions (according to my logs,
depending on which server the CDN gave me):

downloads.dell.com/catalog has a valid signature (Dual signatures) in place.

Speaking of catalog updates:  

I noticed a problem with the previous catalog; perhaps it was a mirror/CDN
issue.  I have a script that checks
(http://downloads.dell.com/catalog/catalog.cab) to see if the catalog has
changed (based on the MD5sum), and if so, notifies me.  The script kept
telling me that the catalog had changed, but when I investigated I found
that it was alternating between two catalogs.  They both had the same
Catalog.xml inside the CAB, but one CAB was Authenticode-signed, and the
other was either NOT signed, or had an partial/bad signature.

I didn't know to whom to report this issue...

Catalog gets updated on 2nd and 4th Friday of every month. DSU repository
gets updated once a month on 3rd Friday. We have been refreshing the content
in the DSU repository more often the last 6-8 weeks due to the meltdown
issues and as and when we get a new update. You will find some discrepancy
as the catalog churns twice a month and DSU churns once.
We are planning to see how can we sync up the DSU and the catalog releases,
this will take time, be rest assured we are doing our best to keep these up
to date.

One wonders about the lack of joined-uppedness at Dell in this area.
Someone would gain serious kudos (and probably a pay rise) for creating a
one-click "update web site and DSU (and whatever else)" publication system.
This "well it's there, but it's not here, and there's an older version
there, and it's there for Windows, but not for Linux" situation really
doesn't look terribly professional.  Or helpful for those of us with a
varied server estate.  If there are multiple teams/groups responsible for
getting things to us, maybe there needs to be a steering committee or
something which coordinates them all.
