Here are some things to consider:

1. Winmodems (some modem functions require Windows-specific drivers) are
not supported.  PnP cards can be painful to configure properly. 

2. Write down the device characteristics (e.g., IRQ, I/O port) in the
Win98 device manager.  Make sure that this IRQ is not used by other
devices, as Linux does not like to share IRQs like DOS/Windows does.

3. You might need to use isapnp to configure the device for Linux.  See
the man page.  Generally, you run pnpdump, then edit the output to make a
isapnp.conf file with the appropriate settings for each PnP device.

4. Read the Serial-HOWTO (dated and currently not maintained, but still
has good information).  You might need to use setserial (see the man
page).  Also look at irqtune for improved serial port performance.  Test
the modem with minicom to make sure you can dial out and make modem
connections.

5. Read the PPP-HOWTO and RedHat's own PPP documentation to configure PPP. 
RedHat's setup is okay, but not great.  You might consider using an add-on
like Xisp or ezppp (see the RedHat contrib RPM directory).
