Traceroute is not an ICMP packet, it's a TCP packet sent to a port
which is expected to be unused.  Packets are sent with increasing
time-to-live values (measured in hops), on the expectation that
when the TTL expires an ICMP TTL expired will be returned.  When
the packet reaches the destination the expectation is that a
Connection Refused will be returned.
