Fast enough for most applications.

Looks like a hardware (com port) problem to me.

The example options.ttySx file ussumes that you have general options file
with the options.ttySx overriding the defaults. Furthermore, you have to
configure the lot at same speed, just like the howto tells you to.

With the proper modem settings and the scripts, things should be fully
automated. Even if things go wrong the scripts should try to bring the
link up again.
The howto uses both the persist option and a restart from ip-down. You
might want to experiment with using either one or the other.
Then of course there is the watchdog script (you could use cron instread)
which should bring your machine on track, even even the pppd dies.
Are you quite shure you configured both modems at 115200 AND told pppd to
use this speed? The modem boots at speed at which you wrote to the S
regiters and this speed has to match the speed at which your pppd
configures the com port. Remember, in dumb mode the modem will not adjust
its DTE speed automatically.
