Much to my chagrin, most modems today are configured to always assert
DCD.  Most M$ software expects them to be this way, so ....  Check out
your modem's &C command for ways to change that setting (most Hayes
compatibles use the &C command, but, beware, YMMV).  Usually, &C0
asserts it, and &C1 allows "normal" operation (ie only asserted when the
modem is actually online).  Good luck getting the new setting saved in
your power-on-defaults (check out your &W commands) if it works for you!
