Not uncommon, unfortunately. Linux-aware ISPs are rare and valued.
However, if you can get Windows setup information, it can be "translated"
into the Linux pppd setup.
Regardless of the ISP's requirements, you should NOT specify "pap"
anywhere in your pppd options. However, you DO need to configure the
(/etc/ppp/)pap-secrets file. The PPP-HOWTO contains the following
example for ISP userID Fred with password Flintstone:
# Secrets for authentication using PAP
# client server secret acceptable local IP addresses
fred * flintstone
If you are using pppd 2.3.x, you also need a * under IP addresses.
