Posting unedited PPP link negotiation messages, all of them with
the debug option, would be appropriate. I *think* this can happen
if the ISP runs out of it's available IP addresses when the number
of connections exceeds the number of addresses. Since the problem
is intermittent it's likely that the problem is the ISP but the PPP
logs might help to provide a better diagnosis.
