Sound like an IRQ conflict to me.

Windows often shares IRQ especially with COM ports.

I believe it's something like:
COM1-IRQ4
COM2-IRQ3
COM3-IRQ4
COM4-IRQ3

Linux on the other hand does not like this. So you must give your modem COM3
it's own IRQ. Check in Windows which one is available then set your modem
(see jumpers on the board) and you should be right.

This is of course only, if it is not a so-called WINMODEM. They do not work
with Linux at all

I have a modem working with windows COM3. When I boot linux I cannot seem to
interact with the modem at all. I know its on cua2 and the address and irq
match the windows settings per setserial however the UART came up initially
as unknown but I set that to 16550A although windows shows it to be
something like NR 16550A N. Minicom does not seem to be able to communicate
with the modem either. Any help would be most appreciated.
