serial problems in 2.2.11

Hello,

I am running 2.2.11, and am seeing a strange problem.  I have a device
connected to the serial port (ttyS1)

if I attach to it with cu, minicom, or some other program, I cannot type
at the device or receive output from it, but if I echo things at it, I am
capable of sending things to the device.  Please tell me what I need to do
to fix this problem.
