Not necessarily. Primary partitions do *NOT* need to be in the order on
disk that they're numbered in the partition table. IIRC, Partition Magic
will leave the partition numbers unchanged when moving primary
partitions around, so the Windows partition will probably have the same
number as it did before the changes. The replacement /boot partition,
though, might or might not have the same number.
Logical partitions, OTOH, are a bit different. Although it's possible to
create them out of order with at least some versions of Linux's fdisk,
some utilities (including Partition Magic 4.0, but I'm not sure about
more recent versions) will throw a fit if they see such a setup. PM will
keep logical partition numbers in sequence, so the one that starts
earliest on the disk will be /dev/hda5 (or /dev/sda5 or /deb/hdb5 or
whatever), the next will be /dev/hda6, and so on.

This is ALWAYS a good idea before doing something like a mke2fs. In
fact, the -l parameter to fdisk will show you the partitioning scheme
and then exit. For instance:
# fdisk -l /dev/sda
Disk /dev/sda: 255 heads, 63 sectors, 1115 cylinders
Units = cylinders of 16065 * 512 bytes
Device Boot Start End Blocks Id System
/dev/sda3 * 1 4 32098+ 83 Linux
/dev/sda4 5 1115 8924107+ 5 Extended
/dev/sda5 5 596 4755208+ 83 Linux
/dev/sda6 597 1011 3333456 83 Linux
/dev/sda7 1012 1028 136521 82 Linux swap
/dev/sda8 1029 1115 698796 83 Linux
Note that in this example, there are no /dev/sda1 or /dev/sda2; the
first partition is /dev/sda3.

Please don't do this. Plain ASCII is the appropriate posting format for
Usenet. Mixed ASCII-and-HTML is just a waste of bandwidth. You can
change this in Netscape by choosing Edit->Preferences and then going to
the Mail & Newsgroups->Formatting tab. Select the Use Plain Text Editor
to Compose Messages item, rather than the default Use HTML Editor to
Compose Messages.

Most cable modem providers use DHCP for configuration, so you'll need to
tell Linux to use DHCP. In Red Hat, this is done through the linuxconf
utility -- type "linuxconf" as root at an xterm (or text-mode command
prompt). Select Networking->Client Tasks->Basic Host Information in the
list in the left pane. Click the Adapter 1 tab and set it to use DHCP.
You might need to set the Kernel Module to match the driver for your
Ethernet card. If this doesn't work, consult the cable modem HOWTO
document (http://www.linuxdoc.org).
There is no hard-and-fast rule about which is easier to configure in
Linux (cable or DSL). Both *CAN* use standard TCP/IP networking, and
might in fact be configured in precisely the same ways. Individual ISPs,
though, *CAN* do things to make life harder. As a general rule, cable is
probably slightly easier to configure, because most cable ISPs use DHCP,
whereas DSL is dominated by PPPoE (at the low end) and static IP
addresses (at the high end). PPPoE requires extra software, and static
IP addresses require that you enter more information. These aren't
absolutes, though. DSL providers can use DHCP, and cable operators can
use bizarre one-way cable systems that may be completely incompatible
with Linux. Both can use internal or USB modems with no Linux support.
This is an issue that MUST be addressed on an ISP-by-ISP basis -- and
even individual companies (like Shaw or @Home) differ from one region to
another.

It was the Win98se version of fdisk.(Yeah, yeah, I wrote dos, but later said I
copied it from Win98se) That's why it was strange. Also, in talking to other
people, their is supposed to be a question about using large disks when you
start up the Win fdisk version on a blank drive. Either way, I was annoyed
that I couldn't use either Linux or Windos's fdisk version.

The BIOS did recognize it as a 19.5 gb hd. The BIOS is an Award 2000 on a FIC

I did defrag using Norton and making sure the end of the drive was free space
using the custom defrag options. I also look up the fips manual just
yesterday and I was using the arrow keys to try to change the size. Should it
have been the numpad arrow keys?
I did need any help installing, thats done; I'm just trying to see if anyone
else had any similar problems with either Win/Linux fdisk and/or fips, or if
anyone else knows what was going on.

What happens if you unset XNLSPATH?
(BTW, when debugging, confirm that no Xresources about locale settings
get exported "*BasicLocale, *InputLang, *DisplayLang"
-> 'appres Netscape', 'xrdb -q' )
If you only want en_US, the X programs might IMHO work well also
without setting any Xlib locales.

It lacks en_US, but it has C, however that says nothing about
its content yet.

...but no "en_US".
Just out of interest, i'd also try
$XNLSPATH=/usr/X11R6/lib/X11/locale/ netscape
Happy debugging, if you ever want $XNLSPATH to be set to some value.

install win98 first, RHlinux7, win2000 sequencially.
win98, linux worked fine. problem occured after installing win2000, when i
went back to win98 to add drivers for a PCI modem and a PCI NIC. the system
get into a dead loop when looking for the appropriet drivers on the disks.
after stopped it mannually, found I couldn't let win98 do anything
concerning disk drives. e.g. got into deadlock when open My Computer or
Windows Explorer. other application runs fine, though, as long as I don't
let it work on disk drives such as saving a file.
DOS under window still works, from which I can see drive C and E, while the
same two drives are C and D under win2000. but I cannot run fdisk.
it seems to mess up with C, D, and E drives.
linux and win2000 work fine. I can work on win98 files from win2000.
the partition of the harddisk: primary (FAT32), 1.5G, win98; primary (linux
/boot), 50M; extended, 10G with linux / and swap as logic partitions;

thanks for any advice in advance.

So far one 2118 MB Linux ext2 partition was found. I guess this was
your second Linux partition. This partition probably can be fully
recovered.
The FAT32 partition and the first ext2 partition are overlapping. If
important data was in the first ext2 partition you must stop writing
to the FAT32 partition.
Tell me if you want to attempt to recover data from the first ext2
partition. If yes, you can get Findext2 at my page, do:
findext2 1 200 472 fe1-a.txt
and post the content from fe1-a.txt.

PCI modems require drivers. There are a VERY FEW PCI modem drivers for
Linux. They are not easy to find, and yours may not be one of them. Good
luck.
