The obvious difference is that you're stuck at 200mhz core speed with a
PPro. If it were me (and it isn't...hehe), I'd probably get a pair of PIII
coppermines (probably the 550E) and clock them at 133mhz FSB to get dual
PIII-733. I've yet to see a 550E not work at 133mhz with just the standard
heatsink. That would leave your budget something like:

US$200 per processor (with 256k cache at full core speed)
~US$150 for a motherboard
= US$550

That's probably a bit cheaper than you can find a PPro board and surplus
1meg PPro-1meg chips for. And you've got a LOT more cpu grunt.

Another low budget option is the Abit BP6 and a pair of 500mhz celerons.
They have only 128k L2 cache (at full core speed), but are ridiculously
cheap. Your budget there would be only about:

BP6: US$120
CPU: US$80 per processor
= US$280

Of course, you need to look at your application and decide if you would
benefit more from a larger L2 cache and if that benefit overrides a
substantially faster pair of processor cores.

Cheers,

Chris
