Peter,

The intention of the power_start flag, I guess, is to use it
in locations or environments with unreliable power sources,
allowing the device to boot when power comes back after
it was interrupted. Thus the setting might depend on the use
of your device, imo.

The oddity perhaps simply comes from the fact, that the
device boots though the power was /not/ interrupted before
when trying to halt it. Whether this semantics can be realized
at all, i.e. whether the current behaviour is simply a bug or
omission, is not clear to me.
