If I remember well usb_submit_urb accepts the package, but it never get's delivered to the hardware, I remember every time in the beginning when someone here forgot to put the uhci in the kernel we thought "oh, again the guys at the hw development screwed up" since the device didn't do nothing except the very first command after plugging in, but all commands did go through ok (what the driver was concerned).
