These results aren't too surprising.  You were trying to read from two 
different slots!  Go back and look at your log files.  You'll see the 
successful one shows you accessing /dev/sda (LUN 0) and the one that 
failed shows you accessing /dev/sdd (LUN 3).

The delay for the successful run is normal.  Some units take a little 
while to get going when they first start up.  10 seconds isn't bad.  My 
USB CDRW drive takes over 16 seconds to respond starting from the time I 
plug it into the computer, even with a disc already inserted.

The errors in the log are also normal.  After all, what do you expect if
you try to read from an empty slot?  The long delays are normal too.  
The system assumes that when the commands fail that it should wait a
little while and try them over again -- which it did, for almost a minute.

Judging from these log files, it looks as though usb-storage is doing
exactly what it should.  (Although it should never hang.)  You might want
to try posting your question to a SCSI mailing list.  Explain what you're
trying to do.  They may just tell you that a polling read is a lousy way
to determine whether or not any media is present in the drive.
