Potentially. Resetting devices causes them to lose some state, like any settings the host established, which can be undesirable. This isn't a case where simple devices (mouse, keyboard) make for good generalization.
Eventually Linux will start behaving well with "USB Remote Wakeup", where a USB device will initiate host system resume. When the device initiates the wakeup to report something to the host, it would be unfriendly if the host immediately told the device to forget everything ... :)
