What I would do would be to install Snoopy on Windows, get that trace, then get usbmon trace on Linux and compare the two. It's bound a tedious process, but like I said, no quick solution... The -71 is a hardware failure, like a bad cable or connector. Your claim that the device works with Windows muddies waters considerably though.
