It's not clear that doing this will fix your problem, although it might.
There is a program publicly available for turning off power to hub ports:
http://www.gniibe.org/ac-power-by-usb/ac-power-control.html
The problem is that a lot of hubs don't actually support power switching
on their ports.
It would be best to attack your problem by first finding out what's going
wrong. To start with, you should rebuild the drivers with
CONFIG_USB_DEBUG turned on and post the dmesg log.
