Oh, Hell.  I think I know why.  Because low-latency is only ever one
URB deep.  There's no second URB waiting when the first completes.  So
the stream is shut down.

I think I may need to stick to my guns on the 'release on last URB is
broken' argument.

Drat.  I was ready to admit defeat and just let it go.
