It occurred to me last night that you could accomplish what you want without any change to the Linux drivers at all. Just change the FreeBSD stack so that it preallocates one or two transfers for every endpoint at the time the endpoint is enabled -- that is, whenever the stack sends a Set-Configuration or Set-Interface request.
