Is it a laptop? I have problems with my laptop and 400mA draw from the ACM
modem.
Can you try it with a powered hub? If that works, I'd say you have a
hardware power problem. In addition to modems, some motherboards have this
problem (esp Asus, see http://www.linux-usb.org/FAQ.html#sh2)
