I believe this is your problem:
CONFIG_USB_BANDWIDTH=y
IIRC, that is the "Enforce Bandwidth Allocation" option. I could never get that to
work reliably with ov511, even with only one camera. There is no real
penalty for turning it off, to my knowledge.
