I don't know what version of the hotplug scripts that means
you're using ... perhaps you should see if more recent code
(from http://linux-hotplug.sourceforge.net) behaves better.
If the latest release there doesn't help, CVS might.

Well, I saw an entry for 0x04b8/0x010a in /lib/modules/.../modules.usbmap
on my system, and since the scanner driver works on yours, I'd guess that
you have one too. See if your hotplug scripts are current. And if they aren't,
check the linux-hotplug list for information about how to debug what's going
wrong for you ... I've posted info several times about how to debug that stuff,
basically save the environment from /sbin/hotplug and use "sh -x" to watch
the /etc/hotplug/usb.agent (not) do its stuff.
