Why _on_earth_ are you using usbmouse? Do you mean mousedev?

If you use the input later, the order will be fairly consistent. Wouldn't it 
just be easier to just use the event interface though? Then you *know* that 
you have the right device. And you'll get at least as much data.

Later kernels have/will-have a /proc/bus/input system, which can probably help 
you.

Also, maybe you should ask this on the linux-console mailing list?
