Are you using the OHCI driver?  If you unplug and replug the scanner a
few times, does it eventually recognize?

I have a similar problem with my USB mouse and the 2.4.20pre2 OHCI
driver/hardware.  When I plug the mouse in through a PCI 2.0 card that
uses the UHCI driver, it works beautifully.
