Do you really mean "mount" or just that it attaches the device (to allow you to mount it later)? To stop it doing that you could stop it loading the usb-storage module. Either remove hotplug or the usb-storage entries from /lib/modules/`uname -r`/modules.usbmap. Of course that means you have to load it yourself.
