Those modules.* files do a lot of it. They are generated from the set of modules you have so it is effectively the kernel that tells it this. "depmod -a" regenerates those files. hotplug is a consumer of the modules.*map files so it knows what to load if it sees certain devices on the usb or pci bus. You should probably look at the Linux Hotplug web site for more information (linux-hotplug.sf.net).
