OK, I found the problem, and will report it here just
in case somebody else runs into this in the future.

I finally did figuer out how to tell the version of
the USB ports on the motherboard.

The documentation seemed to suggest that the enclosure
required USB version 1.1, so I put a USB 1.1 PCI card
into the machine, and everything worked perfectly and
easily (despite an absolute Linux guru assuring me
that it wouldn't :) ). Kudos to the Linux USB team.
