Only if I make unjustified assumptions about your hardware.  I'll
assume it's a PC.  When it's just starting to boot, do you see a list
or table on the screen that tells you about things like PCI cards and
interrupts?  Do any of them say things like IRQ9, IRQ10, IRQ11?  If so
does it appear that more than one of them uses the same IRQ?  You can
press DEL when it's first booting to get into the BIOS setup feature,
to make changes, from there you're on your own because they're all
rather different.  Probably best not to touch it if you aren't sure
what you're doing, you might end up with a PC you can't boot.  Make
sure that at least you write down carefully any setting you change
before you change it.

When Linux starts to boot, do you see any messages about interrupts,
wireless cards, USB, PCI?  Do any of them say anything interesting?

So go back to DHCP.  You probably messed up things like routing and
nameserver access.  You can configure your DHCP server to give you the
same IP anyway.

Have you used SMB before?  It's a bit of a fiddle to configure.
