Are you sure that the USB sockets on the front of the machine are
connected to the hubs?  I've seen many PCs where they are not, the
wiring inside the case simply hasn't been done.  The connections
might also have been made incorrectly.  Sometimes that is likely
because of the mechanical arrangement of the connections - flying
leads with single pins instead of a proper multi-pole connector.
