Not likely, though I too wish it were that easy.
The problem is in connecting the Windows box to the Linux box. USB is
a _strict_ master-slave system. You probably won't even be able to
find a cable that can physically plug into both machines at once. The
difference between a USB "host" and a USB "device" normally goes all
the way to the chipset and electrical wiring.
For this to work, your Linux box would need to have a USB device
chipset and drivers. There are some Linux PDAs that do that, but they
normally lack the host-side connection you'd need for the modem. To
get both types of connections you probably need to get an embedded
development board, or find a PCI card with the "device" connection on
it, or perhaps network a PDA to a desktop and get them to somehow work
together to do this.
