Don't worry about official specs; just do the experiment and see what 
works.  So 30 seconds delay is good.  Try 20 seconds, then 15, then 10, 
then 5...  I realize you can't be very precise about the time between 
pushing in a plug and pressing the Enter key, but do the best you can.

Right.

I don't think ACPI has anything to do with this.  It shouldn't matter if 
you turn it on.
