Having finally gotten a kernel source tree, I see now that EHCI is the
"high speed" usb controller, and it slaves uhci for low-speed support.

In any case, eliminating ehci, and loading just uhci, makes no difference.

Also, by using an approprate level of squinting and other enhancements, I
have detected the "send data" LED flickering oh-so-faintly when I hit
[RETURN] in minicom, so it appears that data is indeed going up to my ISP
(and this is why I prefer external modems -- das blinkenlights are still
useful). I'm beginning to think this is not a USB problem. But that leaves
me wondering what to look at next.

FWIW, I also added the lines:

options belkin_sa debug=1
options usbserial debug=1

to /etc/modprobe.conf, but didn't see anything useful in /var/log/messages
