No.  Or it least, it shouldn't.

"you screwed up" is very different from "you plugged a full-speed device 
into a high-speed hub".  _Some_ information is stored persistently in the 
hardware, but if the system is working correctly the information will be 
read out and erased within a fraction of a second.
