It did. With usb-storage inserted everything works. It pulls in the vfat, fat, and sd_mod modules. In addition I get all the right information in /proc/bus/usb/devices, /proc/scsi/scsi and /proc/scsi/usb-storage/3. And mount shows a scsi disk of type vfat mounted in /media/. I can hotplug the dvr and get an icon on the desktop. I can play the mp3 files through my speakers and manipulate them with a file manager. HAL and udev seem quite different from the old static files in /dev - automagic in philosophy, so I never did figure out how they might be misconfigured. Instead I simply added usb-storage to /etc/modules and now everything works at boot. Thanks very much to everyone for their patience and help.
