New distributions should (and probably will) come with appropriate line in /etc/fstab, as they do today with /proc. The same will be required for shm too. Basically, problems today occur only because people's /etc/fstab is not right for late 2.3.xx kernel, and their /etc/modules.conf doesn't help either. As soon as new distributions are ready this should go away - nobody complains about /proc not mounted, after all!
